The Philippine government has been looking into developing a new airport in Manila in response to the increasing number of passengers that pass through the Ninoy Aquino International Airport (NAIA). The Department of Transportation and Communications (DOTC) has been working with the Japan International Cooperation Agency (JICA) have been working together to study the feasibilty of this project.

Central Manila Bay was the original choice for the location of the new airport, but according to research done by the JICA, this is no longer an option. Several objections were made by the Philippine Ports Authority (PPA) in response to putting up a new airport in Manila Bay as it serves as an anchorage area.

In light of these developments, JICA has recommended two other areas for the site of the new airport. One choice being Laguna Lake, the other being Sangley Point in Cavite.
